New sn0wbreeze 2.4 beta 1 by iH8sn0w allows jailbreaking iOS devices running iOS 4.3.1. Still there is no unlock for the latest baseband in that stock update .Do note that the sn0wbreeze tool is meant only for Windows based users. Latest PwnageTool 2.0.1 will let Mac users create custom firmware bundle to jailbreak their devices.
Both Mac and Windows based tools offer tethered jailbreaking, meaning that you will have to connect your device to a PC or Mac and jailbreak it every time you want to reboot it. The new sn0wbreeze 2.4 beta 1 for Windows is the first beta so one can anticipate some instability in the performance post jailbreak.
